Abstract
The development of the Borobudur Authority Area faces the challenge of high construction costs due to the extreme hilly topography. This research aims to optimize the function of facilities and financing of critical regional assets using value engineering (VE) methods. Based on Pareto analysis, the evaluation focused on four main infrastructure: Regional Roads, TIC Building, Transfer Hub, and Amphitheater. The Analytical Hierarchy Process (AHP) method is used to align non-monetary parameters through expert assessment. The results of the initial analysis of the creative stage provide the majority of recommendations for design changes to the building structure model and types of substitute materials. The initial conclusion is that the integration of conceptual VE and AHP with a design approach in harmony with nature without reducing the function of the building is expected to be able to significantly streamline infrastructure financing without reducing the quality of work and safety, while supporting the realization of sustainable infrastructure for tourism areas
